Singapore’s Business Excellence Framework
Business entities in Singapore are encouraged to follow the Business Excellence Framework for continued growth. This framework is a structured approach to managing a company’s operations. Ultimately, the framework aims to make businesses grow in their respective industries and buoy the national economy along the way.
This framework, in principle, consists of three aspects: the standards of excellence which businesses need to strive for; the self-assessment tools for performance measurement; and awards and certifications to recognise those that excel in their field. Such framework was influenced by those adopted in Japan, the United States, Europe, and Australia.
Standards Of Excellence
There are four standards of excellence businesses can strive to achieve. First is the Business Excellence Standard, for businesses who desire a well-rounded approach to excellence. Second is the Business Excellence Niche Standard for Innovation, for those who rely on coming up with new and fresh strategies to fuel their growth. Third is the Business Excellence Niche Standard for People, for those who depend on people for their growth. Last is the Business Excellence Niche Standard for Service, for those whose aim it is to deliver satisfactory service to clients and customers.
Each of these standards has corresponding government-prescribed self-assessment tools. The Business Excellence Standard’s is Business Excellence Assessment for Continuous Improvement or BEACON. For innovation-centered excellence standard, they have the I-SCORE or Innovation Scorecard for Business Excellence. People-focused excellence standards have the APEX or Assessment of People Excellence, and the service-centered excellence standards have the Service Scorecard for Business Excellence or simply Service Scorecard.
Awards and Certifications
When businesses achieve their targets, they are recognised with certifications or awards. On the one hand, certifications are given to those who get at least 400 out of 1000 points during the certification process. Those who get 700 out of 1000, meanwhile, are qualified for awards consideration.
Those who achieve 400 points of the Business Excellence Standard will receive the Singapore Quality Class certification while those who achieve 700 points above will receive the Singapore Quality Award. Those who receive 400 points in the innovation-focused excellence standard will receive the Singapore Innovation Class certification while those with more than 700 points will receive the Singapore Innovation Award. The People Developer certification will be awarded to those who get 400 points for the people-focused excellence standard while the People Excellence Award will be awarded to those who receive 700 points and above for the same standard. Lastly, companies who achieve 400 points for the service-focused excellence standard will receive the Singapore Service Class certification while those who score 700 and up will receive the ExcelService Excellence Award.
